The Vancouver Island South Film and Media Commission is here to assist you in every stage of your production. We are anxious to help in your search for locations and to assist should you experience any difficulties while filming on location. With 20 years experience as a location manager, I am familiar with every nook and cranny and most of the businesses here in the CRD.

So whether you are looking for that perfect film location or that great restaurant we are here to help.

Film Commission

The Vancouver Island South Film and Media Commission is a non-profit organization and was established on December 18th 1984. Its mandate is to market and promote the locations, skills and creativity inherent in Victoria and Vancouver Island to the global film industry.

The Capital Regional District of Vancouver Island

The film industry in BC has experienced tremendous growth over the past 20 years, leading to the development of a broad and mature base of support and services, consisting of skilled professionals, crews and companies dedicated to the industry. Just 35 minutes by air from Vancouver and 1 hr 35 mins by ferry, Greater Victoria is now ready to take its evolution in the film industry one step further and become one of British Columbia’s major provincial players.

Formed as a non-profit organization, the Commission has focused on developing the infrastructure required to provide necessary services and talent to the international film and television industry. The Commission now offers a full range of services for film producers and companies interested in using Greater Victoria as a location.

Production / Location Services
The Production/Location Services Department is the area of service within the Commission most familiar to film companies and producers. Commission staff and contractors provide assistance with the following:

Script Breakdown
Using the photo library as a base resource, the Commission provides complete script breakdown services for features, MOWs, series and pilots. Photo files are sent using ReelScout to the producers to determine if the Capital Regional District is the appropriate place to film the production.

Scouting and Surveys
Based on production and script requirements, the Vancouver Island South Film and Media Commission will scout and photograph specific locations that may not be on file in the Commission’s library.  The Commission may provide location scouts to accompany producers and directors around Greater Victoria in search of suitable locations.

Ongoing Support
Producers and Location Managers use the Production/Location Services Department for production research and information, location expertise, and assistance with other support and technical services. Staff provide assistance with contacting appropriate agencies regarding city filming permits, as well as information on trade unions, guilds, labour rates, studio facilities, post-production facilities and suppliers.

Photo Library
The library is continually being updated and expanded, and consists of key images from all over the Capital Regional District used in script breakdowns, commercial requests and ongoing production and location support. Kathleen Gilbert, Film Commissioner

As Film Commissioner, Kathleen Gilbert is responsible for marketing the CRD to Producers worldwide. Prior to becoming the Film Commissioner, she worked in the Film Industry as a location manager for over twenty years. In 1990 she was a founding member of CineVic Society of Independent Filmmakers. Her resume includes shows like Little Women, Intersection, X-Men 2 & 3, Final Destination and a slew of television movies. Kathleen was born in Sarnia, Ontario, Canada, where she ran a small business for several years. She attended The University of Calgary in the Fine Arts Department and went on to graduate with distinction from the University of Ottawa with a degree in Communications. After University she worked for The Anglican Church of Canada for seven years, developing and coordinating several programs for homeless women in Ottawa, Canada.

Brian Globus, Production Services Coordinator

Annie Wong-Harrison, President

NATIONAL CAR & TRUCK RENTAL AND ARBUTUS INN
OWNER & GENERAL MANAGER

National Car and Truck Rental and the Arbutus Inn have been major supporters and sponsors of the Commission and many other community organizations for many years.

Annie has been on the Board of the Film Commission for over 8 years and has worked with numerous producers, production and location managers. Annie has served as a member at large, secretary and is currently the President of the Board. Annie has also served as a Board member for The Greater Victoria Chamber of Commerce (where she served on the finance and audit committee) and she is currently on the Board of Golf Vancouver Island.

Annie’s skills are in sales, marketing, operations and HR. In her term as President, the Film Commission hired a new Film Commissioner. With renewed energy on the Board, the Commission took great leaps forward and hosted 2 Oscar Parties and several other Events as well as increased the profile of the Commission.

Building on the successes, Annie is committed to providing a desirable place to film in the CRD, as well as maintaining stable funding for the Film Commission.

Paul Rayman, Vice President

PRODUCER & OWNER

Paul Rayman has worked in the Film and Television Industry for 20 years, including a stint from 2001-2003 when he served as the Alberta Film Commissioner.

After moving to Victoria, he has worked for the past ten years as a producer and production manager. During the past five years, he has served on the Board of the Film Commission, first as a director and currently as the Vice President. He has made himself available to the Film Commissioner as a resource, being both a producer and former Film Commissioner. He has attended almost every regularly scheduled board meeting over the last five years and has served on several committees.

He hopes to continue to offer his time and expertise to the Board as the Film Commission moves forward.

Don Enright, Secretary

PRODUCER

An Emmy-winning producer and a member of the motion picture Academy, Don Enright brings 35 years of creative, managerial, marketing and physical production experience to the creation of entertainment.

As a principal at Barry & Enright Productions and later at Alexander/Enright and Associates in Los Angeles, Mr. Enright directed his company’s prolific operations and ran its development team; as a filmmaker, he’s written and/or produced more than fifty feature films, television films and documentaries, working with Sony, Warner Bros., Universal, NBC, CBS, ABC, Lifetime and Discovery. Enright’s productions have been nominated for eight – and have won three – Emmy Awards, including Best Picture of the year.

Born and raised in New York, a graduate of UCLA, he now lives – as a dual Canadian-US citizen – with his family in Victoria, B.C.

John Espley

John has over 40 years of experience in business, sales and marketing.  He brings years of customer service, marketing and sales experience to BCHAZMAT as the company looks to the next stage of growth. He will be the contact for media and community relations inquiries going forward.

Although the marketing director of BC Hazmat, John is taking each and every course offered both for product knowledge and experience when a project or emergency response requires “all hands on deck.”

John has a love of the outdoors hence his nickname, “Mtn Man”

Melinda Harris

Melinda Harris is a branding expert with a formal education in graphic design, communications and marketing. Her company, Go West Design Group, specialises in helping companies and organisations stand out from their competitors while increasing market share and opportunities.

As President of Go West Design Group Inc with over 30 years’ experience, Melinda directs a team of design, marketing and public relations professionals that get results including amplified media coverage, increased conversions and stronger brand value.

Melinda’s community involvement includes being a member of the Capital City Executives Association, a member of 100 Women Who Care, a member of Chamber of Commerce, among others. She is also a supporter of children’s and animal charities. In her leisure time, Melinda enjoys spending quality time with her family, soccer, squash, hiking, gardening, fostering kittens and fly fishing with her husband. If she never slept she may get to a third of her list.

Edison has enjoyed his four-year tenure with the Commission and is excited that the board has been able to achieve many of its objectives, the most recent being the film tax credit. Edison, along with his fellow Commission members, has identified the next objective to be to acquire more studio space here in Victoria. Edison is greatly looking forward to seeing this opportunity become a reality.

Edison also sits on the Board of Directors for the Metchosin Community Association (since 1999) and has been the Chair of the Cruise ship Ground Transportation Operators Association. He was a founding member for the B.C. Livery Association and Vancouver Island Livery Association, where he served as President from 2001 to 2004. During this time, Edison met with the Minister of Transportation and assisted Ministry staff in the creation of the Passenger Transportation Board to govern licensing in B.C. Edison has working relationships and affiliations with Tourism Victoria, Victoria Conference Centre, Shop Local Victoria, Victoria Harbor Authority, BBB of Vancouver Island, MPI BC Chapter, regional Chambers of Commerce and the National Limousine Association.

As an entrepreneur and founder, Edison has been the creative mind behind his company L.A. Limousines and Transportation Services – a fun experience-driven business that he started in 1989 and is now in its 27th year in Victoria. He has been involved with numerous films, concerts and media events; providing ground transportation, vehicle props and participating in action shots.

In 2012, L.A Limousines became the first and only Canadian limousine operator to win the LCT Global Operator of the Year Award. Along with awards from the BBB of Vancouver Island and the West Shore Chamber of Commerce, L.A. Limousines has been recognized for supporting valuable community events, charities and providing exceptional customer service. We’re very grateful to have Edison and his limousines on board with us!

Kevin Moloney

THE PARKSIDE HOTEL & SPA
SALES MANAGER

An Irishman through and through – Kevin has been on Canadian shores for a mere 4 years, but from day one has made his passion for media known. Working as a Sales Manager for the Parkside Hotel & Spa, Kevin quickly took the Entertainment market under his sole possession and got to work. From then until now Kevin has worked closely with the Film Commission and several local producers to secure a huge variety of casts, crews and even some festive film shoots right inside the Parkside.

In his personal life, Kevin is an avid reader, Cineplex rewards collector, gym goer and on a little more peculiar note, fully qualified Forensic Scientist.

Kevin has expressed nothing but excitement to be included on the Board going into the New Year and is already gearing up to take on the challenges that lie ahead.

Donna Petrie

SIDNEY BUSINESS IMPROVEMENT AREA SOCIETY
EXECUTIVE DIRECTOR

Donne Petrie has been involved in the Victoria film industry since 1998 when she worked for 5 years as Sales Manager at the Inn at Laurel Point. Donna was instrumental in advocating to local hoteliers and suppliers as to the value of the film industry and was quick to form close relationships with location managers and producers looking to film in Victoria. Donna introduced a “give-back” program for Inn at Laurel Point and Paul’s Motor Inn, which provided the Greater Victoria Film Commission of the day with a donation program on actualized room nights from the film industry that stayed at the two properties. While working at Laurel Point, Donna also travelled with the Film Commission to LA to attend industry trade shows and held meetings with key studios with information on filming in Victoria.

After leaving Laurel Point, Donna created the vision and implemented the set-up of 3 turnkey production offices operated by the Traveller’s Inn Hotels. Under Donna’s leadership, the previous Now Furniture building was rented to various production companies as a pop-up studio for multiple TV series and feature films.

Today Donna is still involved in the industry and works as an on-call location scout. As Executive Director for the Sidney Business Improvement Area Society, Donna is always looking for opportunities to attract more film business out to Sidney and hopes to one day see a purpose-built studio on the Saanich Peninsula. She hopes to become more involved with the Vancouver Island South Film & Media Commission as an active and creative-thinker on the Board of Directors.

Cathy Scott

Darlene Tait

Darlene’s first foray into the film community on Vancouver Island began with extensive film training at the Screen Actors Studio (David Simmonds)in the late-90’s. After some early success, her real estate career took her to Mexico full-time in 2003. Although she returned to
Victoria in 2013, family health issues were her focus until 2015 when she re-entered the local film community after her introduction to a local filmmaker, Arnold Lim. Her local film involvement since that time has been extensive and varied. Her strong business background has made her an invaluable asset to the independent film community where she frequently consults to and/or is engaged on local productions. As an actor, she is also frequently seen in local commercials for Tourism, Real Estate, Air Travel, Health Clinics and others and is represented by Coultish Talent Management.

After spending almost 40 years as a marketing professional (International airlines and large-scale Real Estate developments) Darlene turned her attention to film after returning from 10 years of living and working in Loreto, Mexico, to retire back home to Vancouver Island. She has served on the Board of Cinevic and is an active member of the Victoria film community in various capacities as Producer, Casting Director, 1st Assistant Director and/or as an actor. She also founded the online media entity, VI Film News & Events on both Facebook and Twitter.

Darlene lives in Victoria with her husband of 31 years. She has two sons and two grandchildren.
